Notes from February 26, 2004

  1. We discussed the "Field trip" which Donna Arndt has been working with Della to coordinate. The committee voted unanimously to ask the Dept heads (Admin, Fire, Water, Roads, and Police) to come speak at our Thursday meeting to give the members an understanding of their job function. It was decided that it would be best accomplished if each Dept head would speak for approximately 15 minutes and answer a specific set of question (no more than 4 or 5 questions). Because 15 minutes per person would take up quite a bit of time, we decided to have 3 Dept representatives at one meeting with another 2 speaking the following month.
  2. Example of questions (any input would be greatly appreciated):
    1. What is your job function?
    2. What are your concerns/goals?
    3. What are the major constraints you have to work under? (besides financial constraints.)
    4. What information from the constituency would be helpful for you to accomplish your task?
  3. We discussed a survey Susan Miner has developed asking the citizens of Palmer Lake for their ideas on how this community should evolve. There are three versions of the survey developed. The survey has been distributed to some citizens in the past. Action Item, Jaqui: Find out from Susan if there were any results from the survey previously. Get copies of the 3 versions to present to the Committee.
  4. Discussion regarding the best way for Neighborhood Representatives to gather information regarding events and issues in Palmer Lake. The following list was the result of that discussion:
    1. Attend Town Council Workshop - first Thursday of the month
    2. Attend Town Council Meeting - second Thursday of the month
    3. Attend Planning Commission Workshop - second Wednesday of the month
    4. Attend Planning Commission Workshop - third Wednesday of the month (could someone please correct me of those days are not correct?)
    5. Read Community News
    6. Read the bulletin board at the post office and Town Hall.
    7. Attend Variance committee (Board of Adjustment) meetings
    8. Attend the Economic Development Committee meetings

    It is not expected that any one person could attend all of these. Discussion moved to different people attending the various meetings and reporting back via e-mail or other means on the outcomes. Action Item, Jaqui and Denise (I think Denise agreed to this): Jaqui to attend Town Council workshop and meeting; Denise to attend Planning Commission Workshop and Meeting.

  5. Discussion about upcoming elections (April).There are 4 Trustee positions to be filled plus election for Mayor. Petitions to run must be in by March 5. 10 registered voter signatures must be included to qualify.
  6. In regard to elections it was proposed that this committee hand out flyers explaining the mission of the PLCCA and obtain phone numbers and/or e-mail addresses from those who would like more information. Regulations regarding such activity (e.g., must be 100 feet from election site, etc) were discussed.
  7. Bob Miner informed the Committee there are 2 positions open on the Board of Adjustment (Variance Board).
  8. Town government 101. It was suggested that it would be helpful to have a "quick and dirty" overview of what happens in the Town Depts of Palmer Lake. Action Item, Della: Della agreed to pull together a short synopsis of the function of each Dept.
  9. At least for the foreseeable future, there will be no giraffes in Palmer Lake. (That is a joke for all those who attended the meeting!)

We did not get to Agenda Items regarding (a) guidelines for coordinating and conducting a neighborhood awareness meeting or, (b) changing the day of our monthly meeting from the last Thursday of month to a day more compatible with the print schedule of the Community News (paper). These items will be the agenda for next month's meeting scheduled March 25.
