February 10, 2005 The Palmer Lake Town Council meeting was called to order by Mayor McDonald at 7:05 p.m., February 10, 2005. Attendees:

Item 3: Setting the Agenda TRUSTEE REESE MADE A MOTION TO ACCEPT THE AGENDA AS WRITTEN, SECONDED BY TRUSTEE COLEMAN. MOTION CARRIED UNANIMOUSLY. Item #4: Consent Items:
TRUSTEE PARKER MADE A MOTION TO APPROVE THE CONSENT ITEMS, AS WRITTEN, SECONDED BY TRUSTEE CORNELL. MOTION CARRIED UNANIMOUSLY. Item #4: Proclamation - Sertoma's Freedom Week - February 14 to 18, 2005 - Dennis Daugherty, Monument Hill Sertoma National Heritage Chairperson Mayor McDonald read the Proclamation into the minutes. Item #6: Committee Reports Trustee Coleman - Community and Economic Development/Buildings Trustee Coleman thanked Julie Lokken for the continued painting of the interior of the Town Hall. Trustee Flake - Parks and Recreation Trustee Flake reported this year's Columbine Festival will be held on June 11, 2005 in conjunction with the Tri-Lakes Chamber's music and art festival, Pikes Peak Library's book sale and the Historical Society's bake sale. Trustee Parker - Roads Trustee Parker reported he had received a letter from Gary Atkins, Circle Road, stating concerns with the building of Circle Road:
Trustee Parker stated he would ask Paul Gilbert to look at the roadway. The committee will get back to Mr. Atkins. The roads department is looking at the feasibility of placing a revenue bond ballot issue on the April 2006 ballet. Trustee Reese - Police -
Trustee Sumner - Fire
Chief Beckman thanked Julie Lokken for her work on the Chief's Forum Dinner. Members have started taking the required NIMS test. The department has received a new ventilation chain saw and some new wildland fire fighting equipment. Please post house numbers where they can be seen from the street. Trustee Cornell - Water The water department is still going forward with upgrading the pump on Well D-2. Work is almost completed on the Wells Filter Plant. The office has a new software with the capability to include announcements. Awake the Lake - Jeff Hulsmann To date, the committee has raised approximately $1,200 plus the $1,000 from the Town. Trustee Cornell stated he had spoken with Hal Simpson, State Engineer, Department of Natural Resources , who had told him verbally that a State Discharge Permit was not needed and had placed a call to Mark Pfiefer, State Quality Control to confirm Mr. Simpson's statement that a dechlorinator was not needed. Mr. Hulsmann stated Tim Wolken, El Paso County Parks and Leisure had attended one of the Awake the Lake meetings and was going to ask the County Commissioners to contribute to filling the lake. After discussion, a decision was made to send out a flyer asking the public for their opinion as to whether water should be taken from Well D-2 to be used to fill the lake. Trustee Cornell will call a meeting of the Water Committee to discuss what the actual cost of pumping water from D-2 in order to establish how much the committee will be required to pay for the water. Item #7 - Whispering Pines Artwork - Jane Garrabrant Jan Garrabrant stated her business will mainly be internet sales of art prints TRUSTEE PARKER MADE A MOTION TO APPROVE THE BUSINESS LICENSE FOR WHISPERING PINES ARTWORK, SECONDED BY TRUSTEE CORNELL. MOTION CARRIED UNANIMOUSLY. Item #8 - Premier Garage of Colorado - Scott Johnson, John Heltich, Mike Wislinsky Mike Wislinsky stated the company was expanding from Golden and will be delivering garage flooring to customers. TRUSTEE COLEMAN MADE A MOTION TO APPROVE THE BUSINESS LICENSE FOR PREMEIR GARAGE OF COLORADO, SECONDED BY TRUSTEE CORNELL. MOTION CARRIED UNANIMOUSLY. Item #9: Palmer Lake Tennis Center - Kim Makower Kim Makower stated he was a service only business using the Palmer Lake Tennis Courts to give lessons. Trustee Cornell asked Mr. Makower what the status was of his sales tax application since Mr. Makower had indicated on the internet that he was selling rackets and balls at the tennis court and also on the internet. Mr. Makower stated he had never sold any items and did not need a sales tax number. Attorney Gaddis stated that if any sales are done in Palmer Lake (or the internet) then Mr. Makower would need a sales tax number. A decision was made to table the request until Mr. Makower could determine whether or not he needed a business license. TRUSTEE PARKER MADE A MOTION TO TABLE THE REQUEST FOR A BUSINESS LICENSE FOR PALMER LAKE TENNIS CENTER, SECONDED BY TRUSTEE COLEMAN. MOTION CARRIED UNANIMOUSLY. Item #10 - Ordinance 1 - 2005 - Vacating a Portion of Clio Avenue - Tom Day TRUSTEE PARKER MADE A MOTION TO APPROVE ORDINANCE 1 - 2005, SECONDED BY TRUSTEE REESE. MOTION CARRIED UNANIMOUSLY. Item #11 - Ordinance 2 - 205 - Vacation a Portion of Loveland Slope and Ephworth Highway - George Parsons, David Bolko, Chris Schutte All three parties will need to sign a Quit Claim deed deeding that portion of Ephworth Highway, as built, to the Town. TRUSTEE COLEMAN MADE A MOTION TO APPROVE ORDINANCE 2 - 2005, SECONDED BY TRUSTEE PARKER. MOTION CARRIED UNANIMOUSLY. Item #12 - Public Input Trustee Coleman stated that on February 26 and March 5 he will be showing a film of the last passenger steam locomotive to pass through Palmer Lake. Any proceeds will be given to the Awake the Lake Committee. TRUSTEE REESE MADE MOTION TO ADJOURN AT 8:27 P.M., SECONDED BY TRUSTEE CORNELL, MOTION CARRIED UNANIMOUSLY.
