The Palmer Lake Town Council meeting was called to order by Mayor McDonald at 7:01 p.m., May 12, 2005.

Item 3: Setting the Agenda

TRUSTEE CORNELL MADE A MOTION TO AMEND THE AGENDA TO INCLUDE ITEM#3A: THE APPOINTMENT OF TRUDY FINAN AS TRUSTEE, SECONDED BY TRUSTEE PARKER. MOTION CARRIED UNANIMOUSLY.

Item #3a: Appointment of Trudy Finan, Trustee

TRUSTEE CORNELL MADE A MOTION TO APPROVE THE APPOINTMENT OF TRUDY FINAN AS A PALMER LAKE TRUSTEE, SECONDED BY TRUSTEE COLEMAN. MOTION CARRIED UNANIMOUSLY.

Item *4: Attorney Gaddis swore in Trudy Finan as Trustee.

TRUSTEE PARKER MADE A MOTION TO APPROVE THE CONSENT ITEMS, AS WRITTEN, SECONDED BY TRUSTEE COLEMAN. MOTION CARRIED UNANIMOUSLY.

Item #7 Request for a Preliminary\Master Plat - Major subdivision to include: vacation and replat of interior lot lines in an R3, Single Family Residential Zone. Pat Skinner - William Kemper - David Wilson

The property, known as Kempers Filing was originally platted into 4 lots in the late 1980's.

  1. The property is bordered by Highway 105, Columbine Road, Gillia Street and two dead-end roads, El Paso and Academy.
  2. The proposal is for 23 lots, the smallest being 10,075 sq. ft. and the largest being 34,534 sq. ft.
  3. Three cul-de-sacs are planned, at Gillia Street, El Paso Road and Academy Ave.
  4. The 2" water lines on El Paso Road and Academy Ave. will be upgraded and looped. Applicant will be responsible for tapping in all existing residences along the existing 2" line.
  5. The covenants will restrict the amount and kind of outside vegetation allowed, requiring the natural vegetation be left.
  6. A letter from Colorado Department of Transportation will be required in regards to the detention pond located on Tract A.
  7. All roadways will be paved, with some off-site improvements. Applicant and Roads Supervisor, Bob Radosevich are still negotiating. Pat Duffy, 178 Rocky Ford asked council to look at the improvements that were required at the time the Romoca Subdivision was approved. Very happy with Greeley Blvd. but more interior work would have made it better.
  8. The office of El Paso County Regional Floodplain will be responsible for determining the extent of the floodplain.
  9. Applicant will need to comply with the State Discharge Permit.
  10. Applicant will submit covenants when the Final Plat is submitted to Planning Commission.

TRUSTEE PARKER MADE A MOTION TO APPROVE THE PRELIMINARY\MASTER PLAN SUBDIVISION FOR KEMPER FILING #2, WITH THE CONDITIONS FROM PLANNING COMMISSION BEING MET, SECONDED BY TRUSTEE CORNELL. MOTION CARRIED UNANIMOUSLY.

Item #8: Updated Committee Reports

Trustee Coleman - Community and Economic Development - Buildings

Trustee Coleman - Reminder that those wishing to have loved ones remembered on Memorial Day need to be submitted to the office.

On May 26th, at 7:00 p.m. those interested in discussing the current resolution regarding when the star will be turned on will be meeting in the town office.

Trustee Cornell - Water

The water department is currently fighting dirty filters. They may have to shut down the filter plant and go to Well A-2.

Trustee Flake - Parks and Recreation

Trustee Flake reminded everyone this year's Columbine Festival will be held on June 11, 2005 in conjunction with the Tri-Lakes Chamber's music and art festival, Pikes Peak Library's book sale and the Historical Society's bake sale.

Dehanna Brown will be offering Yoga and Pilate classes for $7.00 per day at 8:00 am for Yoga and Pilates at 9:15 am. Classes will begin on Wednesday, May 18th.

June is bike month. Ride Your Bike to Work is June 22nd.

Trustee Parker - Roads

The roads department is working with the concerned parties in the vacation of Laughing Water in order to make a land exchange to straighten out Trinidad Lane.

CDOT will be repaving Highway 105 starting soon. No work will be done from July 1st to July 4th.

Trustee Sumner - Fire

Fire Marshal, Jeff Edwards and Chief Beckman will be sending out letters to the local businesses indicating inspections will soon begin.

Mayor McDonald - Mayor's Report

A Celebration of Life will be held for Bonnie Hanson on May 21st, at 10:00 a.m. in the Pinecrest Chapel. A potluck remembrance will be held at the Event Center following the services.

Awake the Lake -Stan Benton

To date the community has raised $21,939 plus the $20,000 promised from El Paso County.

Stan accepted Trustee Flake's offer of a booth at the Columbine Festival.

Item #9: Public Input

The above individuals spoke in support of Chief Smith's actions regarding the incident at Guadala-Jarra.

Attorney Gaddis recommended council not respond since the incident is an ongoing investigation.

The above individuals stated they had no knowledge of the action being illegal, that the papers had falsely printed the impression that Chief Smith was at fault.

TRUSTEE PARKER MADE MOTION TO ADJOURN AT 7:59 P.M., SECONDED BY TRUSTEE SUMNER. MOTION CARRIED UNANIMOUSLY.

Approved as written or amended this 9th day of June, 2005.
