JUNE 8, 2006 The Palmer Lake Town Council meeting was called to order by Mayor Parker at 7:10 p.m., June 8, 2006. Attendees:
Pledge of Allegiance: Trustee Flake July Planning Commission Liaison – Trustee Finan (July 12 and 19) Item 3: Approval of the Agenda Trustee Allen made a motion to accept the agenda as presented, seconded by Trustee Miner. Motion carried unanimously. Item #4: Consent Items
Trustee Flake made a motion to approve the consent items as presented, seconded by Trustee Girlando. Motion carried unanimously. Item #5: Appointment – Interim Police Chief – Michael Brennan Trustee Coleman made a motion to appoint Michael Brennan interim Police Chief, seconded by Trustee Miner. Motion carried unanimously. Item #6: Committee Reports Trustee Allen – Roads Trustee Allen stated approximately 7,800 lbs of mag chloride has been applied to the roadways. Milton Street has been recrowned. Phase I of the parking lot in Centennial Park should be completed before July 4th. Additional fill will be added during Phase II. Landscaping, lighting, trees and paving will be added as funding becomes available, possibly through grants. Trustee Coleman – Fire The Department and the Fireworks Committee offered refreshments for the annual Elephant Rock Bike Ride on June 4th. Thanks to all who helped. Bodhicitta Bakery, located in the strip mall on Highway 105, will having a pizza night on June 16th to help fund the fire engine. Pizzas sell for $11.99, half of the price will put towards the engine. Mayor Parker (for Trustee Finan) – Police Calls were up to 131 from 123. Trustee Flake – Parks and Recreation Carolyn Peters, Colorado Tennis Association, asked the town to resubmit their grant request in October. Parks & Rec have purchased a gas powered, extended lopper for reaching the higher branches. Thank you to Eileen Facinelli for a great Easter Egg Hunt. Bookmarks are available advertising the Blue Columbine Festival. The Festival has been set for June 10. Chuck Pyle, with Gordon Burt, will be playing from 1:00 pm to 3:00 pm. The Pikes Peak Library will hold a paperback book sale beginning at 12 noon. The town will supply soda and popcorn and will host a 'drought resistant' plant exchange. Jim Sawatzki is working on a new documentary focused on the history of Palmer Lake Chautauqua's. The documentary is scheduled for completion in 2007. The Chautauqua were held in Palmer Lake during the years 1887-1910. Mr. Swatski has asked Palmer Lake to co-sponsor the production. Trustee Flake indicated the $500 budgeted for the film festival could be slated for sponsorship of this production. Trustees Flake and Miner both offered $500 from their respective budgets to help sponsor the documentary. Trustee Flake made a motion to sponsor the Chautauqua Documentary with $500 from the Parks and Recreation and the Economic Development budgets, seconded by Trustee Coleman. Motion carried unanimously. "Dizzy Dean," the German Shepard commissioned by the Historical Society, will be placed on the lawn in front of the Library/Museum. The statute is to commemorate the 50 th anniversary of the Lucretia Vaile Historical Museum . "Dizzy," with the use of saddlebags, helped transport construction material during the building of the Memorial Star in 1935. Trustee Girlando – Water Trustee Girlando reported the town produced 7,627,000 gallons of water during the past month. The South Valley Line will be completed this year, if funds are available. Trustee Miner – Economic and Community Development Trustee Miner stated she is in the process of forming committees to study 'branding'. The purpose of this committee is to determine what businesses are violable for Palmer Lake . The Highway 105 Streetscape committee will be meeting Thursday, June 15, in the Town Hall. EDC will be setting a photo contest at Tri-Lakes Center for the Arts called "Finding Palmer Lake." Categories will include children, amateurs and professionals. The focus of the contest is to find what Palmer Lake means to the participants. Mayor Parker – Mayor's Report Mayor Parker quoted the town codes regarding the fire ban and that fireworks and discharging of weapons are banned. Citizens were also reminded that the bears are out of hibernation, that per town codes, no garbage should be set out until the morning of pickup. Bob Miner – Fountain Creek Watershed - Excused Awake the Lake – Jeff Hulsmann The committee is focusing on drilling a well to replace water in the lake. The 2006 Fishing Derby was postponed due to the water in the lake being to warm to sustain fish. The Derby has tentatively been reset for sometime in August. The committee will be submitting questions for the Town's water attorney. Town Staff report: Roads Supervisor explained we are waiting for response from the State DOT regarding the culvert under Highway 105. Item #7: Update – Fireworks – Carol DeBlois Jeff Hulsmann spoke on behalf of the committee. Due to the influx of people coming into town for the 4 th of July, the increase in police and fire personnel will cost more than in past years. The committee is asking for the town of help offset this additional cost. Mayor Parker responded he would like to see an accounting of expenditures and revenues after all invoices have been received. Council expressed a positive indication to help out financially. Item #8: Clair Brenneman – Pineview Road – Water tap in Douglas County Mr. Brenneman offered the following history regarding his second water tap:
Trustee Coleman made a resolution by motion to allow Mr. Brenneman to use his 2 nd Palmer Lake water tap, recoginzing the long standing purchase and maintenance, the situation is grandfathered due to the length of time, one tap to be used in Douglas County , seconded by Trustee Allen. Motion carried unanimously. Item #9: Request to Amend a PUD (Planned Unit Development) – Multi-family unit. Mrs. McDonald stated the units would be for sale. A homeowner's association would maintain the grounds. Residents will be required to abide by-laws and covenants. When the units are completed, the property will need to be surveyed and the subdivision will need to come back to the town through proper channels. Trustee Flake made a motion to approve the admentment to the Pinecrest PUD as presented, seconded by Trustee Coleman. Motion carried unanimously. Item #10: Public Input Kim Makower, 621 Petite, stated he has been in touch with Tim Wolken, EPC Parks and Leasure and Cheryl Matthews, Douglas County Open space regarding the town's lake master plan. Mr. Makower asked for public input to be at the beginning of the agenda. Mayor Parker stated he would give the matter some thought. Mary Meyers, 319 Glenside, asked if the parking lot on Highway 105 would remain as an incline? Roads Supervisor, Radosevich, stated the project had not been completed yet, that at this an incline was better than a vertical wall. Trustee Coleman made a motion to adjourn at 9:10 pm, seconded by Trustee Miner. Motion carried unanmously. Approved as written or amended this 13th day of July, 2006. Max Parker, Mayor |
