AUGUST 11, 2005 The Palmer Lake Town Council meeting was called to order by Mayor Pro-tem Cornell at 7:17 p.m., August 11, 2005. Attendees:

Item 3: Setting the Agenda TRUSTEE FINAN MADE A MOTION TO APPROVE THE AGENDA AS PRESENTED, SECONDED BY TRUSTEE PARKER. MOTION CARRIED UNANIMOUSLY. Item #4: Consent Items
At the July meeting Trustee Flake questioned the sequence of checks. This issue was addressed by submitting the register for payroll with the payment of bills. TRUSTEE COLEMAN MADE A MOTION TO APPROVE THE CONSENT ITEMS, AS WRITTEN, SECONDED BY TRUSTEE PARKER. MOTION CARRIED 5 AYES, 1 NAY. Item #5: Updated Committee Reports Trustee Coleman - Economic and Community Development and Buildings Addressed the issue of the $10,000 for a chance at having a depot at Palmer Lake if the light rail becomes a reality. A brief discussion was held regarding the need for a feasibility study. Trustee Coleman will set up a meeting with the local businesses in an attempt to form a committee to look at the issue. Trustee Cornell showed a print by Joe Bohler and asked for council to sign a letter of appreciation to be presented to Jim Burnett, Western Enterprises, for his presentation regarding the July 4th display. The Annual Railroad Festival will be held on September 24th. Trustee Cornell - Water Water usage is up. Average usage is 350,000 per day, with a record usage of 450,000. Trustee Cornell stated we will be looking into water rates. The study has been done along with its recommendations. There have been numerous water breaks around town. The 60 to 80 year old line on South Valley is currently being replaced. Trustee Finan - Police Trustee Finan read the statistics for July 2005.
2 Watershed Pollution Citations were issued for swimmers. The Smart Trailer is working. Trustee Parker - Roads Bo-magging and re-asphalting of High Street, Forest View Way and Forest View Circle should be completed by next Wednesday. Sealant will be placed on the pilot program using millings (Shady Lane). Mayor Pro-tem Cornell - Fire
11 were Mutual Aid Calls The Department received $700.00 towards the truck from the Bowling Alley at Palmer Lake form their Poker Run fundraiser. The Department had trucks on display for the kids at the library during their festival and also at the Estemere's open house. Kim & Roger Ward, Estemere, started a training fund last year with a donation of $3,000. A part of this money has been used to pay for a portion of Nora Birt's EMT training. The cost of an EMT class with books and shots is around $1,500.00. Thank you to Kim & Roger Ward. Awake the Lake - Greg Cook The committee has raised $26,318 and is now formally a 501-3(c). They are looking into upgrading the drainage on the east side of the lake and are speaking with the Burlington Northern/Union Pacific about the west side of the lake. Staff Aerial View Photos will be doing flyovers and taking oblique images of the town in the near future. Item #6: Ordinance 6 - 2005 - Amending Section 1(F) of Ordinance 4, 1999 and Section 8.10.010(f) - restricting outside fires... TRUSTEE FINAN MADE A MOTION TO APPROVE ORDINANCE 6-2005, STRIKING THE WORDS 'ON PRIVATE PROPERTY' FROM ORDINANCE 4, 1999, SECONDED BY TRUSTEE PARKER. MOTION CARRIED UNANIMOUSLY. Item #7: Public Input Greg Cook stated that the Chamber's Columbine Festival will be held on June 3, 2006, the day of the Fishing Derby. Clerk Gray asked when this had been decided and if any contact had been made with Trustee Flake. The purpose of the Town holding the Blue Columbine Festival was to encourage local citizens to come together for a day of relaxation and to promote the planting of Columbines within the Town of Palmer Lake. Mayor Pro-tem Cornell added that the festival was a 'small town' event and allowed for local vendors to present their wares and/or services. TRUSTEE PARKER MADE MOTION TO ADJOURN AT 7:50 P.M., SECONDED BY TRUSTEE FINAN. MOTION CARRIED UNANIMOUSLY. Approved as written or amended this 8th day of September, 2005. Nikki McDonald, Mayor |
