The Palmer Lake Town Council meeting was called to order by Mayor Parker at 7:04 p.m., November 9, 2006.

Item 3: Approval of the Agenda
Trustee Miner made a motion to approve the agenda as presented, seconded by Trustee Girlando. Motion carried unanimously.

Trustee Finan made a motion to approve the consent items, as written, seconded by Trustee Miner. Motion carried unanimously.
Item #5: Committee Reports
Mayor Parker – Mayor’s Report
- Attended the unveiling ceremony for the “Dizzy the Dog” statue hosted by the Palmer Lake Historical Society.
- Attended the Pikes Peak Area Council of Governments meeting. One presentation was given by CDOT regarding future projections for funding for Transportation projects through 2035. The outlook is not very positive for sustaining the new projects needed to support growth in the state and to maintain existing infrastructure to an acceptable level.
- Attended the Palmer Divide Water Group meeting with Town Clerk Della Gray.
Trustee Allen – Roads
- We recently had an opportunity to test our snow removal equipment and procedures. Both worked well removing snow from roads during and after our first major snow storm of the year.
- Oil base has been applied to the millings on Lovers Lane. The Epworth and Lovers Lane projects are now complete. Both have smooth road surfaces and both are dust free, at least for the time being.
- The last stage of the Middle Glenway paving project has been completed. Both Bob and Miles worked many hours to prepare the road for laying the asphalt and putting on final touches. This is a major upgrade of Palmer Lake roads.

- PLVFD hosted Palmer Lake Elementary School preschoolers and kindergarten for fire prevention week. 65-70 kids attended.
- PLVFD held their annual open house.
- PLVFD had the fire station open and decorated for Halloween to hand out candy to kids.
- PLVFD members continue Driver Operator training.
- PLVFD would like to thank all for their support on the passing of the sales tax.
- Bob Radosevich assisted Larkspur and Palmer Lake Fire by plowing a path with the grader to Woodmoor Mountain.
- Chili Super will take place Saturday, November 25th.
- Please place house numbers so they are visible from the street.
- Discussion was held regarding the Automatic Aid Agreement between Larkspur Fire Protection District and the Town of Palmer Lake and how the closure of Spruce Mountain Road would affect response time.
Chief Beckman responded the department was working on acquiring a travel trailer for housing with the idea of having a staffed ambulance on site. Mutual aid with Tri-Lakes is still a viable option in the event of medical emergency.
Trustee Finan – Police
- Officers attended the following trainings:

Refuse to be a Victim – helping citizens avoid thefts

Roadside Maneuvers
Trustee Finan stated that during a welfare check on a citizen the house number was not posted. Trustee Finan asked Attorney Gaddis if a resident could be cited into court if not in compliance with town ordinances. Attorney Gaddis responded they could under General Provisions.
The Police Department will begin actively working on the issue of having house numbers visible from the road.
Trustee Flake – Parks and Recreation and Buildings
Buildings
- The fire department will be adding a carport between the Town Hall and the Firehouse. The materials will be delivered tomorrow and hopefully the project will be completed by November 25. The carport will provide cover for the medical response vehicle and also provide shelter for various events. Cost will be shared by buildings and the fire department..
- Chief Beckman assured all that the Star would be working for the annual Star Lighting on November 25, 2006.
Parks and Recreation
- Reminder the “Fit for Fun Series” is ongoing in the Town Hall.
- The Dedication of Dizzy the Dog bronze statue took place Saturday, October 21st. If you haven’t stopped by Dizzy to notice the craftsmanship and detail, please do. Thanks to the Palmer Lake Historical Society for their donation of Dizzy to the Town. .
- Continuing work on the flyer to be printed that will include a map and descriptions of all of our Town’s parks and trails.
- Meetings have been held twice with Brad Miller, Great Starts Sports Camps. Great Starts will provide a variety of programs and camps to the community. Programs are tentatively scheduled to being in January, 2007. Some classes include Cooking for Kids, Cooking for Adults, Beginning Gymnastics for Preschoolers and Dance Class for Preschoolers, a Drama Class and possibly Father/Son Dodgeball and Mother/Daughter Dodgeball. A calendar of classes and registration forms will be sent out with the water bills. A kickoff party is being planned down at the lake that will include ice skating, a bon fire, a few vendors and music. Please let your local friends and neighbors know to start thinking about signing up for these opportunities as space will be limited due to our limited space. A plan will made to reach those citizens who do not receive water bills.
- We are still working with El Paso and Douglas Counties to update the parking lot at the motor sports park to assist Douglas County with over-flow parking for their Greenland Open Space Trailhead and off-leash Dog Park. This will also provide a gateway for people to head over the hill towards the lake and businesses.
- Veteran’s Day is November 11. Happy Veteran’s Day to those of you who have served or are serving our country in the military. The Palmer Lake Star will be lit in your honor on Saturday.

Discussion was held regarding the projected $75,000 per year to be added to the capital improvement fund yearly is not being met.
Trustee Miner – Economic and Community Development
- Highway 105 Streetscape report update. Mayor Parker will contact Rob McDonald, PPACG, to advise him of the next meeting date, Oct 23, 4:00 pm at B & E Filling Station.
- Parking and Landscape plans – Bill Fisher will have a presentation for the next committee meeting.
- Trustee Miner has looked into different types of authorities or districts to be formed. The local businesses are aware of the financial obligations.
- The Face of Palmer Lake photo contest will be expanded to include 2 dimensional submittals. Entries are due by December 1, fees are $10.00 per entry. The theme is the ‘essential image or face of Palmer Lake’. Entries will be used to develop either a brochure or table top book to promote tourism in Palmer Lake.
Bob Miner – Fountain Creek Watershed
The next meeting date is scheduled for December 15. The group is set to look for money after the 1st of the year.
Awake the Lake – Judith Harrington
Even the ballot issue failed, the committee is dedicated to finding a solution to fill the lake. Council members all responded they would work with the committee towards a solution.

Item #6: Ordinance 6 – 2006 – Providing for Annexation of Certain Territory into the Boundaries of the Town of Palmer Lake. 71152-04-002 & 71152-04-006, Lots 1 & $, Block 5. Pioneer Lookout Subdivision Filing No. 1 – Richard White – Represented by Stephen Ellsion.
The original map presented has been amended to show only Lots 1 & 4 in the legal description.
Trustee Miner made a motion to adopt Ordinance 6 – 2006, Annexation, seconded by Trustee Finan. Motion carried unanimously.
Item #7: Zoning Request - 71152-04-002 & 71152-04-006, Lots 1 & $, Block 5. Pioneer Lookout Subdivision Filing No. 1 – Richard White – Represented by Stephen Ellsion.
The request is to zone the parcel C-2.
Trustee Miner made a motion to zone the annexed parcel to C-2, seconded by Trustee Flake. Motion carried unanimously.
Item #8: Ordinance 7- 2006 – Sales Tax
Attorney Gaddis explained that this ordinance was a clean-up of the current ordinance, setting the sales tax number and fee through the state; adding the .5% for police and .5% for fire.
Trustee Finan made a motion to adopt Ordinance 7 – 2006, Sales Tax, seconded by Trustee Coleman. Motion carried unanimously.
Item #9: Budget 2007 Discussion
Clerk Gray asked for each Trustee to set a time to meet before leaving the building tonight.
Item #10: Public Input – none
Clerk Gray asked to go into Executive Session citing Real Estate.
Trustee Miner made a motion to go into Executive Session at 8:15 pm., seconded by Trustee Coleman. Motion carried unanimously.
Trustee Miner made a motion to exit Executive Session at 8:38 pm., seconded by Trustee Finan. Motion carried unanimously.
Trustee Miner made a motion to authorize the Mayor to sign the MOU and to expend the sum of $5,000 contingent upon approval of the Town’s attorney, seconded by Trustee Finan. Motion carried unanimously.
Trustee Miner made a motion to adjourn at 8:40 pm, seconded by Trustee Coleman. Motion carried unanmously.
