The Palmer Lake Town Council meeting was called to order by Mayor McDonald at 7:03 p.m., November 10, 2005.

Item 3: Approval of the Agenda

TRUSTEE CORNELL MADE A MOTION TO HEAR ITEM #9: PUBLIC INPUT BEFORE ITEM #8: PROPOSED BUDGET 2006, SECONDED BY TRUSTEE FINAN. MOTION CARRIED UNANIMOUSLY.

TRUSTEE FINAN MADE A MOTION TO APPROVE THE BUSINESS LICENSE FOR STERICIL, INC., SECONDED BY TRUSTEE CORNELL. MOTION CARRIED UNANIMOUSLY.

Item #7: Updated Committee Reports

Trustee Coleman - Fire

The Annual Chili Supper and Star Lighting will be held November 26, 2005. Jeannie Engel, The Rock House Ice Cream Shop will be holding a coloring contest. Her involvement is much appreciated.

A letter has been received from Western Enterprises indicated that the compliant filed with OSHSA regarding the accident at this year's July 4th celebration was unfounded.

Received Tri-Lakes Women's Club Grant - funded 3 tasers, with 2 additional tasers purchased by the town. Senior Officer Brennan attended instructor training and all officers are now certified in the use of tasers.

Trustee Flake - Parks and Recreation

Yoga is now offered in the Town Hall on Wednesdays from 9:15 to 10:45 am.

Kim Makower has applied, on behalf of the town, for a grant to resurface the tennis courts. Contact has been made with Tim Wolken, Director of El Paso County Parks and Leasure. Mr. Wolken has offered to work with the town in order to get an idea of the process for formulating a master plan for the area around the lake. After this initial meeting, citizen input will be sought.

Trustee Flake stated The Awake the Lake committee has been in existence for one year. They have great leadership and membership. They set their goals and attempt to meet them.

Trustee Girlando - Economic and Community Development and Buildings

Julie has been doing considerable work in the basement, sealing the walls and building shelves.

The Town Hall will be decorated for the holidays on November 17.

Trustee Parker - Roads

4,500 gallons of Mag Chloride has been placed this year.

Upper Glenway and Dixie has been asphalted. Obtained an additional 2,000 tons of millings from Colorado Springs at the cost of hauling only.

Repairs to grader - $5,000+ and loader repairs $1,500+

Mayor McDonald- Mayor's Report

CML is offering an online training on November 15 and 16.

American Public Works is offering an online training regarding how to speak to the public on November 17. Town employees will be participating. Any trustee is welcome to attend.

Fountain Creek Watershed - Bob Miner

The Town's membership is up to date. Federal funding has been cut in half. Senator Allard will be sending a letter asking for additional funding for the watershed project. The Army Corp of Engineers will be requiring noxious weeds be addressed with the issuance of 404 Permits.

Awake the Lake - Jeff Hulsmann

Thank you to all of the members of the ATL committee. Pavers are still on sale. The committee has developed a Christmas Card to be used to purchase a paver in another's name.

Item #9: Public Input

Jeff Hulsmann spoke regarding the Renaissance Festival relocating to Palmer Lake. Contact has been made with two property owners, one located in Douglas County, the other El Paso County.

Mr. Hulsmann feels the town should form a committee to look at the pros and cons of the festival moving to Palmer Lake. If the Renaissance moves closer to Palmer Lake, without annexing into Palmer Lake, we will have the expenses of expanded road usage and possible police and fire action without the benefits of any additional revenue.

Clerk Gray asked if council had any questions regarding the 2004 Audit and to make a motion either accepting or not accepting the audit.

TRUSTEE GIRLANDO MADE A MOTION TO ACCEPT THE 2004 AUDIT, SECONDED BY TRUSTEE FINAN. MOTION CARRIED UNANIMOUSLY.

TRUSTEE FINAN MADE MOTION TO ADJOURN AT 7:58 P.M., SECONDED BY TRUSTEE COLEMAN. MOTION CARRIED UNANIMOUSLY.
