The Palmer Lake Town Council meeting was called to order by Mayor McDonald at 7:50 p.m., December 8, 2005.

Trustee Coleman - Fire

At the December Fire Department Business meeting the same officers were reelected. Remember the Yule Log Hunt is scheduled for this coming Sunday, December 11.

The annual Chili Supper and Star Lighting was held on November with approximately 375 people in attendance.

The department will be helping with the Yule Log Potluck Dinner, December 6 and will be hiding the Yule Log for the hunt to be held on December 11.

The department will be assisting with Santa's breakfast to be held on December 10 at the elementary school.

Reminder: Wet fireplace ashes down after dumping them out.
Reminder: Place house numbers where they can be seen from the road.

Trustee Cornell - Water

Information for the monthly report was not available at this time. El Paso County submitted payment for the water put into the lake.

Trustee Finan read a response from Chief Smith regarding On Call Patrol Car Use (a copy is available in the Town Office upon request). There is a question as to whether this practice was to be discontinued. After discussion, a decision was made to have the Police Committee review the issue and make a recommendation to the board. Any directive should be submitted to Chief Smith in writing.

The Police and Fire Department are asking for Board support in placing a 1 cent sales tax increase on the 2006 ballot with the revenues being exclusively for use by Police 60% and Fire 40%. Sales tax is only paid by those purchasing in the town of Palmer Lake or having items delivered in Palmer Lake. The proceeds would be used to hire additional officers to offer 24 hour coverage and to decrease the debt on the fire truck. The ballot question would have a provision for a Sunset on the sales tax of 10 years.

On behalf of Chief Dale Smith, Trustee Finan read his formal notification of retirement to be effective July 3, 2006. Chief Smith started his career with Palmer Lake on March 15, 1975.

The contract with the Humane Society of the Pikes Peak Region is up for renewal as of January 1, 2006.

TRUSTEE FINAN MADE A MOTION FOR THE RENEWAL OF THE HUMANE SOCIETY CONTRACT, SECONDED BY TRUSTEE COLEMAN. MOTION CARRIED UNANIMOUSLY.

Trustee Flake - Parks and Recreation

The Town has been approved for a grant in the amount of $2500 from the Colorado Tennis Association Adopt a Court to be used as partial payment for the resurfacing the tennis courts. The project needs to be completed by June 30, 2006. Kim Makower will be looking into signage indicating the associations contribution to the project.

Trustee Girlando - Economic and Community Development and Buildings

Passed.

Trustee Parker - Roads

Bob Radosevich asked for council approval to purchase a new road grader in the amount of $170,000. Attorney Gaddis advised council that a request for bids would need to be published. Bob will contact Paul Gilbert, Engineer, on how to proceed with the bidding.

TRUSTEE COLEMAN MADE A MOTION AUTHORIZING THE MAYOR TO SIGN THE PAPERS ON THE PURCHASE OF THE GRADER AT AN AMOUNT NOT TO EXCEED $170,000, SECONDED BY TRUSTEE FINAN. MOTION CARRIED UNANIMOUSLY.

Item #6: Ordinance 7 - 2005 - Amending the Definition of Disturbed Areas in the Palmer Lake Hillside Overlay District

Attorney Gaddis stated council should carefully consider the possibility of pre-condemning personal property before passing this ordinance. This issue is in response to a request to build a residence on stilts in order to reduce the amount of disturbed area in the hillside computations.

Kim Makower, 621 Petite, asked for council to table Ordinance 7 until those with an interest could have an opportunity to study the proposal.

Item #7: Ordinance 8 - 2005 - Appropriating Additional Sums of Money to Defray Expenses (within a fund)

The purpose of this transfer is to repay Water Capital Improvement and Roads Capital Improvement for the purchase of a police vehicle.

Transferred from General Fund Administration to General Fund Police - $11,811 increasing the General Fund Police expenditures from $285,503 to $297,314.

Item #8: Ordinance 9 - 2005 - Appropriating Additional Sums of Money to Defray Expenses (between funds).

The purpose of this transfer is to borrow from Roads Capital Improvement one year's truck payment, while leaving the existing monies in the Fire Truck Fund for use in 2006.

Transferred from Roads Capital Improvement to Fire Truck Fund the amount of $26,526.
