APRIL 2, 2009

The Palmer Lake Special Town Council Water meeting was called to order by Mayor Cressman at 8:15 p.m., April 2, 2009.

Item #2:  TetraTech Engineering

Mayor Cressman introduced the team from TetraTech and explained this was a meeting regarding the application for the Drinking Water Revolving Funds that the town will be applying for in order to upgrade our failing surface water treatment plant.

TetraTech team explained that the current filtration systems was put in place approximately 25+ years ago and that it is rapidly failing.  As an example, there have been ongoing problems in the following areas:

  • Not producing at it fullest capacity
  • Problems with the media.  The media was replaced approximately 10 years ago and was partial replaced this last year.
  • The plant is working under old technology
  • The plant has had several ‘band-aids’ done over the last several years.
  • Without the conscientious attitude of the operator responsible in charge, the plant would not have been able to sustain the level of productivity it is currently producing.

The advantages with installing a new micro filtration system:

  • Improved technology allowing the plant to be ran much easier
  • Increased capacity
  • Ability to sustain current and future drinking water standards.
  • Micro-filtration system will fit within the current building.

The TetraTech team indicated that it was a pleasure working with the town staff, that any paperwork that was required was readily available.

Mayor Cressman thanked all TetraTech members, Steve Orcutt, Tara Berreth and Della Gray for their part in putting the physical application together.

Item #3:  Public Input

The above citizens asked general questions regarding:

  • Cost and length of replacement

A.    Approximately $13.00 per customer over a period of 20 years

      Q.   Stimulus Money availability
      A.   It is not recommended the town applies for stimulus money based on the timeframe
 the town would be required to work under.  The town would need to pay for
additional engineering fees, put the project out to bid and award the bid without the
assurance we would be receiving any funds.

The citizens stated they had understood the presentation by TetraTech and had no further questions.

Item #4:  Motion to Authorize Mayor Cressman to sign the application.

Trustee Stafford made a motion to authorize Mayor Cressman to sign the loan paperwork to move forward on the new micro filtration plant, seconded by Trustee McDonald.  Motion carried unanimously.

Trustee McDonald made a motion to adjourn at 9:12 pm, seconded by Trustee Coleman.  Motion carried unanimously.

Approved as written or amended this 9th day of April, 2009.
