Planning Commission Meeting
April 20, 2005

The Palmer Lake Planning Commission was called to order by Chairperson Cressman at 7:03 p.m. in the Palmer Lake Town Hall.

ITEM #1: Call to Order: 7:03 p.m.

ITEM # 2: Comments by Commissioners, Staff or Public on items not on the agenda

Al Fritts - Inn at Palmer Divide

Requesting that Planning Commission make a determination that a change to the Inn at Palmer Divides water supply from a well water to town water is a minor or major change?

After some discussion regarding fire flow, water taps, growth issues and the supply of water, Planning Commission determined that the request by Mr. Fritts was a major change to a PUD.

Mr. Fritts stated that he would like to be placed on the May-2005 agenda.

ITEM #2A: Approval of Minutes 1-19-05

COMMISSIONER COOPER MADE A MOTION TO APPROVE THE JANUARY 19, 2005 MINUTES WITH A CHANGE IN A MOTION FROM PART TO A PORTION, SECONDED BY COMMISSIONER ATKINS. MOTION CARRIES UNANIMOUSLY.

CONSENT ITEMS:

ITEM # 3: Request for a sign permit Timberwood Office Park - 685 County Line Road

COMMISSIONER CORNELL MADE A MOTION TO APPROVE THE SIGN REQUEST AS SUBMITTED WITH THE CHANGE FROM A 9FT SIGN TO 8FT, SECONDED BY COMMISSIONER COOPER. MOTION CARRIES UNANIMOUSLY.

ITEM# 4: Request for a Preliminary/Master Plat - Major Subdivision to include: vacation and replat of interior lot lines in an R3 Single Family Residential Zone 5,000 sq ft zone. Pat Skinner/William Kemper/David Wilson

Below are the answers to concerns by Planning Commission and surrounding residents:

  • 10.253 acres to 23 lots
    • Smallest lot 10,075
    • Larges lot 34,500
    • Average lot 19,420
  • Submitted to Valerie Watkins - CDOT not ready to give a response until the file has been reviewed.
  • El Paso Rd & Academy Rd will be extended into a cul-de-sac
  • Timelines from start to within a year or less from the final plat - comp in 4-6 months (roads, utilities and any off site improvements)
  • Dust control will be placed on roads during construction
  • Covenants will be formulated by a Homeowners Association once the lots are sold and before construction begins on the new homes
  • Shed on lot 1 will be removed before final plat is recorded
  • Would be willing to plat restrictions to keep the lots as (final approved) platted.
  • A fire letter was received by the Palmer Lake Fire Chief Beckman - stating that the 104' turn around in both cul-de-sacs is adequate for a fire truck.

Public Input: Jerry Schroeder - 574 El Paso; Bill Schmidt - Gillia; Darryl Partin - 540 Academy; Bill Kraus - 405 Upper Glenway had the following concerns:

  • Wildlife
  • Pine trees
  • Landscaping - water problems
  • Where is water coming from
  • Property will remain single family
  • Access will increase traffic
  • Can you have driveways off HWY 105
  • Values will drawn due to increase in density

COMMISSIONER CORNELL MADE A MOTION TO RECOMMEND TO TOWN COUNCIL THAT THE REQUEST FOR A PRELIMINARY/MASTER PLAT - MAJOR SUBDIVISION TO INCLUDE: VACATION AND REPLAT OF INTERIOR LOT LINES IN AN R3 SINGLE FAMILY RESIDENTIAL ZONE 5,000 SQ FT ZONE BE APPROVED WITH THE FOLLOWING REQUIREMENTS:

  • PLAT RESTRICTIONS - HAVING NO LOT SMALLER THAN 10,000 SQ FT.
  • NO BUILD WITHIN THE 30 FT UTILITY EASEMENT (LOOP FOR THE WATER LINE FROM ACADEMY AND EL PASO).
  • BUILDER HAS VOLUNTEERED THAT A LOW WATER LANDSCAPE PLAN WILL BE SET IN PLACE.
  • RE-TAP ALL EXISTING TAPS OFF OF AURELIA, ACADEMY AND EL PASO ONCE THE UPGRADED WATER LINES ARE INSTALLED.
  • UPGRADE ROADS - EL PASO, AURELIA, ACADEMY AND GILLIA.
  • EXTENSION AND ALL ROADS ARE BUILT UP TO DOUGLAS COUNTY SPECS.

SECONDED BY COMMISSIONER COOPER. MOTION CARRIES UNANIMOUSLY.

COMMISSIONER COOPER MADE A MOTION TO ADJOURN AT 8:45 P.M., SECONDED BY COMMISSIONER CORNELL. MOTION CARRIES UNANIMOUSLY.
