Planning Commission Meeting
May 14, 2003

The Palmer Lake Planning Commission was called to order by Co-Chairperson John Cressman at 7:10 p.m. in the Palmer Lake Town Hall.

ITEM # 3 Approval of Minutes for April 9, 2003

COMMISSIONER HAMMOND MADE A MOTION TO APPROVE MINUTES FROM APRIL 9, 2003, SECONDED BY COMMISSIONER COLEMAN. MOTION CARRIES UNANIMOUSLY.

ITEM #4: Request for a Sign Permit - Gamer's Haven - No Show

ITEM# 5: Request for a Conditional Use for a Child Daycare in a R3 Zone - Sherry Rodermund - 459 Virginia Ave.

Sherry Rodermund - 459 Virginia Ave Is requesting a conditional use in an R3 zone for a child daycare.

  • 6 to 8 children
  • Ages 4 & 5 years old
  • 2000 sq ft home
  • Going to fence in the back yard
  • Willing to place a Child at Play and a Blind Curve Signs
  • Open from 7:00 am to 5:30 pm
  • $1,000,000 dollar insurance umbrella policy
  • Be able to accommodate 6 (six) cars for off street parking for drop off and delivery
  • Going to be state bonded and licensed
  • On the Agenda for July with Town Council to get Business License
  • Would like to open in August

Jim Medchill - Owner of 222 Clio, property directly behind, and to the south of said property
David Austin - 458 Clio
Wendy Determan - 455 Clio
Lynn Lundquest - 180 Virginia

  • Increase of traffic in the Glen area specifically Clio and Virginia
  • Business should not be allowed within a residential area
  • Children play in the street on Clio
  • Possibility of people using Clio as a short cut. (Clio and Virginia are one way streets)
  • Needs a privacy fence
  • Noise from the kids after hours

Sherry Rodermund - 459 Virginia Ave

  • Will put in a privacy fence if neighbors would like to see one
  • Not responsible for what parents do as in the way of driving or disobeying the traffic laws. But will inform them of the correct and safest way to get to her house.
  • Not all six will be dropped off and picked up at the same time
  • Children will be picked up by 5:30 pm
  • No kids will play in the road ever
  • There is 80ft of street frontage in front of house for parking
  • Will try and comply with surrounding residents concerns

Della Gins/Town Clerk - Children should not play in the street that is not what it is for.

Commissioner Coleman would like to table the issue until June 11, 2003. Would like to meet onsite.

COMMISSIONER COOPER MADE MOTION TO TABLE THE REQUEST FOR A CONDITONAL USE WITHIN AN R3 ZONE - FOR A CHILD DAYCARE UNTIL JUNE 11, 2003 AND WOULD LIKE TO HAVE AN ONSITE MEETING AT 6:00 PM AT 459 VIRGINIA AVE SECONDED BY COMMISSIONER HAMMOND. MOTION CARRIES UNANIMOUSLY.

ITEM #5: Review Sign and Banner Ordinance

COMMISSIONER HAMMOND MADE A MOTION TO RECOMMEND TO TOWN COUNCIL THE APPROVAL OF THE BANNER ORDINANCE WITH THE AMENDMENT TO THE FEES FOR A PERMIT FROM $5.00 TO $25.00, AND TO AMEND THE SIGN ORDINANCE ALLOWING BACK LIT SIGNS FOR BUSINESSES WITHIN THE BUSINESS DISTRICT WITH SPEEDS OF 35MPH OR GREATER TO BE LIT DURING BUSINESS HOURS ONLY, SECONDED BY COMMISSIONER COLEMAN. MOTION CARRIED UNANIMOUSLY.

COMMISSIONER COLEMAN MADE A MOTION TO ADJOURN AT 8:30 P.M. SECONDED BY COMMISSIONER HAMMOND. MOTION CARRIES UNANIMOUSLY.

Approved as written or amended on June 18, 2003.
