Planning Commission Meeting
June 21, 2006

The Palmer Lake Planning Commission was called to order by Chairperson Cressman at 7:17 p.m. in the Palmer Lake Town Hall.

ITEM #1: Call to Order: 7:17 p.m.

ITEM # 2: Comments by Commissioners, Staff or Public on items not on the agenda

ITEM # 3: Approval of Minutes – May 17, 2006

Commissioner Cooper made a motion to approve the minutes from May 17, 2006, seconded by Commissioner Trombley. Motion carries unanimously.

ITEM# 4: Request for a Vacation & Replat/ Variance to Floodplain Development – 400 S. Valley Crescent

Tom Day Willow Hill Subdivision – 71053-00-004, 009 & 016

Mr. Day is requesting to vacate and replat interior lot lines to make building sites. Due to the change in Regional Floodplain criteria vacates and replats require a variance for building. An updated copy of the new plat showing the easements for Regional Floodplain was given to the Planning Commission.

Commissioner Trombley made a motion to recommend to Town Council the approval for Tom Day for a Vacation and Replat along with the Variance Request for Floodplain Seconded by Commissioner Cooper. Motion carries unanimously.

ITEM#5: Request for a Vacation & Replat – 134 Oakdale – Roger Culpepper 71054-24-023 & 024

Mr. Culpepper is asking for a vacation and replat of 2 lots at 134 Oakdale. He would like to have the lot lines moved to make the lots equal to the 10,000 requirement to build in an R10, 000.

Commissioner Cooper made a motion to recommend to Town Council the approval for the request of a Vacation and Replat at 134 Oakdale, Seconded by Commissioner Trombley. Motion carries unanimously.

ITEM #6: Request for a change to a PUD – Inn at Palmer Divide – Al Fritts

Commissioner Cooper made a motion to table the request for changes to a pud until July, 2006 meeting Seconded by Commissioner Brown. Motion carries unanimously.

ITEM #7: Request for a Vacation and Replat – Lakeview Heights Unit 2, 4 th Amendment – Herb Rea

Carrie Johnson/Representative for Herb Rea – Request for 7 lots to be platted into 2 lots.

Pattie Brooks – has the following concerns:

  • No Covenants
  • Parking along Starview
  • Hillside Issues
  • Need another access for emergency services

Commissioner Cooper made a motion to recommend to Town Council the approval of the Vacation and Replat for Lakeview Heights Unit 2 4 th Amendment with - Planning Commission would like Town Council to take the neighbors concerns as the Planning Commission has fully taken into consideration the concerns of the neighbors, Seconded by Commissioner Brown. Motion carries unanimously.

ITEM #8: Request for a Minor Subdivision – 0 Glenway – Kreig Campbell

Commissioner Trombley made a motion to table this issue until July, 2006, Seconded by Commissioner Cooper. Motion carries unanimously.

ITEM# 9: Request for a rezone – HWY 105 – Mark Ennis

Request for a rezone from an RA (5 acres) to a PUD (Planned Unit Development). The PUD would consist of shops and possible restaurants. These buildings will be modeled after old train stations.

Commissioner Trombley Made a motion to recommend to Town Council the rezone from an RA to a PUD Seconded by Commissioner Cooper. Motion carries unanimously.

Commissioner Cooper made a motion to adjourn at 9:45 p.m Seconded by Commissioner Trombley Motion carries unanimously.

Approved as written or amended on July 19, 2006.
