Planning Commission Meeting
December 17, 2003

The Palmer Lake Planning Commission was called to order by Chairperson John Cressman at 7:01 p.m. in the Palmer Lake Town Hall.

ITEM #1: Call to Order: 7:01 p.m.

ITEM # 2: Approval of Minutes for September 17, 2003.

COMMISSIONER HAMMOND MADE A MOTION TO APPROVE MINUTES FROM SEPTEMBER 17, 2003, SECONDED BY COMMISSIONER COOPER. MOTION CARRIES UNANIMOUSLY.

ITEM #3: Comments by Commissioners, Staff or Public on items not on the agenda

ITEM #4: Request for a Sign Permit - 19 HWY 105 - Kathy Allen

COMMISSIONER TROMBLEY MADE A MOTION TO APPROVE THE SIGN PERMIT FOR 19 HWY 105 SECONDED BY COMMISSIONER SOLHEIM. MOTION CARRIES UNANIMOUSLY.

ITEM #5: Request to vacate the common lot line utility easement between lots 3 & 4 Lakeview Heights Subdivision - William Johnson Mrs. Carrie Johnson - representing Mr. Johnson is requesting that the lot lines between 3 & 4 be vacated in order to form a conforming lot within an R10, 000 zone.

COMMISSIONER TROMBLEY MADE A MOTION TO RECOMMEND TO TOWN COUNCIL THE APPROVAL REQUESTING THAT THE COMMON LOT LINES BE VACATED BETWEEN LOTS 3 & 4; LAKEVIEW HEIGHTS SUBDIVISION, SECONDED BY COMMISSIONER COLEMAN. MOTION CARRIES UNANIMOUSLY.

ITEM# 5 & ITEM #6: Request for a Conditional Use in an R3 Zone for a Family Development (40 Columbine) and a Child Development Center (90 Pie Corner) - Becky Albright and Jess and Maria Smith

Commissioner Hammond recused herself from the Commission and will not be voting on this Agenda Item.

Mrs. Albright is representing herself and Jess & Maria Smith.

Mrs. Albright is not requesting a vote tonight, but wanted to give an update about what she found out from the State. The State gave her a maximum number of children allowed within the amount of square feet in the existing structure. (maximum of 27 children)

  • 4-5 infants
  • 5 toddlers
  • 5-6 toddlers (2 ½ to 6 yrs of age)
  • 12 before and after school age children

Mrs. Albright is also doing some research on a study that has been done on noise impact for a community or neighborhood.

Mrs. Albright, Jess Smith and Maria Smith would like to invite all residents to an open discussion and get and give feed back on the project:

  • Thursday, January 8, 2004 at 7:00 p.m.
  • Saturday, January 10, 2004 at 7:00 p.m.

COMMISSIONER BROWN MADE A MOTION TO TABLE THE REQUEST FOR A CONDITIONAL USE WITHIN AND R3 ZONE UNTIL JANUARY 14, 2004 AND JANUARY 21, 2004 SECONDED BY COMMISSIONER TROMBLEY. MOTION CARRIES UNANIMOUSLY.

COMMISSIONER COOPER MADE A MOTION TO ADJOURN AT 7:45 PM, SECONDED BY COMMISSIONER TROMBLEY. MOTION CARRIES UNANIMOUSLY.

Approved as written or amended on January 21, 2004.
